@Edjan demonization and the magic destabilization that leads to it seems to require either an obsession or INTENSE negative emotions. To make more elite demons, they need to find more elite people that fit the requirements and are willing to align themselves with the Strom Squad. Considering the circumstances that gave rise to a large population of people fitting the bill just don't exist on a large scale anywhere other than the kingdom they already tore down, finding this new army of elite demons is nigh impossible. Hell, not even all the commoners could become demonoids, and they wanted it. it's not something you can do freely to a human.
Part of what they tested just now about magic control is hiding their magic power. Shin, who is actively on the lookout for demons right now, literally bumps shoulders with them and doesn't get even a little suspicious. So no scanner is gonna pick them up either. The only thing that seperates demonoids from humans is the overflowing magic power and the sense of murderous intent it carries. with that under wraps there is nothing to scan for. They've proven they can hide in plain sight from even the most perceptive of their enemies, and they confirmed he goes on something of a hair trigger when Sicily is involved. Honestly, it looks like the easiest way to defeat Shin is to make him lose his shit, it'll certainly be easier than running recruitment at this point.
ID/pass cards can be stolen easily enough, plus I'm pretty sure we've seen them leap over walls easily enough. They were spies and scouts before being demonized, they did this same shit without superpowers and didn't get caught. Besides, Shin already did make barrier devices and handed them out like fucking candy. That's why they were able to make it in time to Schwede when it was under attack from the low level demonoid mob.
