There is no way for someone that do not use magic to get close to someone that uses magic, especially as they get to higher levels of magic...
The swordman is fast and strong? Time magic and the swordman is out, physical booster magic and the swordman is outclassed.
In the end the only way for a non-magical to even be close to a magician is items and that is assuming a item that makes impossible for the magician to just strip the non-magic from it.
