You don’t have to follow the rules if you’re strong enough to change the rules or tank the consequences. That’s why the US never signed the treaty against landmines, and why the nuclear powers and Japan (who wanted American nuclear protection against the not-commies despite knowing firsthand twice the effects of nukes) never signed the anti-nuke treaty.
