I didn't get any romance vibes when I read it, the guy seems a bit too old. Then again, this is Japan we're talking about, so who knows.

I don't think a romance tag is required for this. I think that if the age gap was closer like Usagi Drop, it might be a thing. But this feels far more like Grandfather-Grand Daughter kind of thing. Again, it could go any way, but tagging with this is just wrong.
