I think you all know better than to learn theology from ecchi manga, but just in case you don't; goats are not symbols of the devil.
Occasionally you see a picture of Baphomet as a goat man as shown in the chapter, but the goat image was first drawn in the 1850's by an edgelord French author who was trying to start his own cult. The name Baphomet as a demon (not the devil) dates from after the crusades and was a riff on Mohammed. It was created as a slam against Muslims and the Knights Templar by the King of France.
Murata's idea that it was because goats don't follow a shepherd and aim for the top is nonsense. Particularly because goatherds are totally a thing and goats herd almost as well as sheep; and just like goats, sheep descend from mountain animals and are decent climbers too.
