I understand that despite me wanting him to bash those bullies face in, what he did was the right thing.

You don't start shit 1v3, you don't start shit when it can put woman you are with at risk (this is honestly even more important here), and if these 2 situations are combined, well you also don't start shit.
So even if she stopped him and it wasn't really his decision - he did the best possible thing given the situation (ensure girl's safety > probably confront the old bully, but on his terms, when he's alone > help him make a decision to stop stalking her).
