I don't think this is a good idea, the boy had a crush for Fushimi that had started to fade and while he cares about Shijou he doens't seem to have romantical feelings about her, the last also applies to Fushimi in regards to the boy and what she feels for Shijou is closer to a fan's obsession than romantic feelings towards an actual person, Shijou likes Fushimi but she only has romantic feelings for the boy.

In the end they are in this situation because they were too afraid to acc make a choice, or maybe because they were too afraid of being rejected, if the author wants this arrangement will end well but I don't think that'd make sense, we've already seen how their feelings are at complete odds with each other.
