eh i still would blame them.
Just because they are suffering doesnt mean they have to make other people ( especially kids ) to suffer too
i mean if they know what they supposed to do but cant, its understandable as long they dont say lazy or other negative stuff
and if they dont know what they supposed to do, why bother being a teacher in the first place.

They're humans, not robot. Hell, even robots break down after some time. Like sure there's some really bad teacher but there's also a lot of good ones. And most of the times the good ones are never rewarded. So are you still gonna blame the good ones for quitting?

and since u asking, no one should get a pass, the adult teacher can deal with them rather give them free pass, talk to them, smack em, punch em, beat them up, i don't care.
