IRL, in my experience, when there's a real bullying problem, teachers and staff are usually actively helping it happen.

Granted, I'm middle-aged, and American, but I've worked with high school kids from both the US and a couple of other countries fairly recently (though not Japan).

This sort of thing happened to me all the time, and not only did the school do nothing to the bullies, they held me responsible for paying for the books.

This sort of thing still happens. There are many reasons why teen suicide rates tend to be high, and this is one of them.

Not that uncommon, especially in Asian countries. A lot of these teachers are either instructed to stay away from student problems, think the victim is weak and deserves the punishment or even actively participate in the bullying. The culture gets pretty fucked up.
