The issue at the moment is that you only have 1 character with a very obvious crush and then another that couldn't care less. That's not really GL in the truest sense of the word, and someone looking for GL likely would not want to read this for it (and ultimately that's the purpose tags serve, to give readers an indication as to whether or not the work fits the molds they are looking for)
Similarly to how you wouldn't tag a work as GL because 2 girls made out in one chapter of an ordinary comedy, you can't tag this as GL just because in a few chapters one character expresses she has a crush on another, since the majority of the story is still just goofs and gaffs with no indication of the relationship between the girls progressing.
There needs to be a semblance of a long-standing romance/relationship between the 2 girls for it to be classified as GL. Tsukino needs to be more involved in the romance for it to count. They don't need to literally date, but Tsukino needs to show some interest in Hinami or at least be conscious that she's the target of Hinami's affection.
Either that or the focus of the series would have to be more on Hinami's feelings for Tsukino, as in, that becomes the major theme of most chapters.
At least for most people those would be pretty clear-cut bare minimum requirements for GL.
