Kanki relied on his brutal actions. Even if he were to consider sparing citizens, something which I'm doubtful he would ever consider when you think of the darkness that drove him, it would not be seen as a peaceful action but rather some sort of hostage ploy with eventual gruesome torture down the line or infiltration by giving the citizens the opportunity to flee the city and mingling with them. His evil deeds were too well known for anyone to even ever consider peacefully surrendering in the first place, so that course of action isn't an option for him.

Not sure why the royal court has not already made clear who is in charge of conquered cities in wartime or came up with a policy framework for treatment of occupied cities and civilians before this. It would be interesting to see if Goukei would just decide to do what he wants in Nanyou once Tou's army eventually departs for assault on Shintei making him the highest official in the city.

Honestly surprised that one of Tou's main generals would just threaten to leave him like that and this comes off as very unusual especially for back then when retainers would normally prioritize loyalty to their feudal lords rather than follow the laws.

Well, it is exactly not known whether they are his retainers. They probably are under Shouheikun.

This is not modern time, politicians are not going around buttering up peasants. Suppressing through force and fear is usually the quicker way. So his thought and action are pretty "normal" for this period of time, even the former lord is expected to be killed himself.

That shouldn't have even been a question, they're still in war-time conditions meaning Tou is in charge. The Governor of Hawaii had no authority over MacArthur during WW2, he only answered to the President as the Commander in Chief.

This is no different, Tou answers only to Sei.

In ancient china (and even later period), Civil officials held higher status and influence in terms of overall political power than Military officials (even when they are at the same rank), regardless of peace or war time.
In this case the Six Great General are special position, so the question is actually valid.

They have, though; the issue is the Six Greats is outside the box for basically everything within their purview, especially militarily.

As for the retainer threatening to leave service- I think it's him saying "If you betray yourself and the position of the Six Great Generals that you command, we will take it as your choice to become traitor to Qin."
