Idk if its just because its been a while since I watched the anime or read the manga but this chapter felt kinda "off" in regards to Kino's characterization.

I don't know if this manga covers it but I remember there being a chapter after this one in the LN taking place before the country fell that goes over their motives more but it's been so long that I don't remember the details of it. Honestly though I think the only reason Country of Heroes even exists is because Shigusawa just wanted Kino to go operator on a bunch of punks.
