Naw that still wouldn’t be a better explanation the main reason why I think just saying she’s the twin is because she can legally absolve herself of the crimes of the witch of the night fog by being a twin. As stating that you merely regained memories caused to change means you’re still the same person who committed the crimes and people will continue to hate you. Whereas stating your the twin at first people will be suspicious of you lying by just being a completely different consistently and also being good will make them believe you.

seeing as she is to a degree recognizable from her appearance, how come no one ever saw this theoretical twin?
Was she locked up somewhere? If so how did she get strong enough to break free, kill her captor and take her place? Actually why stay at place that must have horrid memories for ones self?
Was she just roaming the planet? If so, why did no one ever see her? Somebody must have mistaken her as the witch at some point.
If you're strong enough to kill/defeat the witch why now? Why take her home? If you're strong enough to defeat the witch one would not lack the recources to buy themselve a home. No need to fight a witch over hers
How come there is coincidentally no body of the witch? You, her twin, happen to mysteriously pop into existence and defeat the witch take her property and claim to be innocent of all her crimes, yet there is no proof that the witch is actually dead and you are a seperate person.
Also tbf neither of our options seem to fit her personality.

claiming "I don't have my memory/not me bro, good luck though" is not something that helps people with getting closure
Claiming the sins of the witch is at large a narrative decision to show us the mc's kind and upright personality
