No, the Academy is in neutral grounds and even have a West style village and a East style village.
The whole "girls give chocolate in valentines" is a fairly recent Japanese tradition (started in 1936 by Morozoff Ltd. but only picked up popularity in the 50's) that was imported, the West its pretty much a gift exchange with some local variations so its a anachronism in the manga if you want to take it serious, the author just put what is a modern post-War Japanese tradition in a setting were that was very unlikely to exist.

Between this and the Omurice and Japanese curry at the supposedly western cafe, I assume the author can only be bothered to take the differences so far.
Everything is time-consuming. Neither research or blending, it takes time and effort to do so. I'm Asian so I don't know much as well how westerns would do. Also, the world both West and Touwa are in is a fictional world. It might not feel right if the author didn't research about the difference culture, but it is also not wrong in his own system which he finds it comfortable with.
@Huzure I'm not saying it has to be extremely thorough, just little generalizations so we can have fun culture clash moments.
Someone mentioned them both expecting to get chocolate on Valentines because that's how it differs between the East and West, and these two lovebirds not having chocolates to share would be hilarious.
