if I had to venture a guess. I would say it is the contrast of normal office life vs sex life. They are almost polar opposites (thus the NSFW and SFW tags exist). When you combine the 2, it makes for a good blend. Plus one could argue that some office attire, is just a less "sexy" version of fetish wear. A good example is the pencil skirt. This stride restricting skirt is essentially the same thing as a hobble skirt, which is often used in bondage play. Both often come in black which only adds to their overlap.
