putting the joking intention aside, she really does have enough positives to make a lot of people like her (even if only on the surface) so i guess her reason for having this kind of thinking is solely due to her "hobby"? unless we got some kind of backstory with some other wild twist, it still seems to me like it'd have to involve her, uh... desire to control people, as what puts people off from liking the "real" her. Which to be totally fair to her depressed ass, yeah, that's gonna be a hangup for a lot of people, even the ones she can't control (aka the party), but I feel like this is all gonna be resolved with a "but look at all of the good things you've done tho" speech & maybe some suggestions on how to use her obsession to more positive use, like un-corrupting a noble or un-evil-ing the demon king or whatever lol. I just can't imagine any other outcomes, she either gets told "nah that's pretty dope actually" and her angst vanishes, or she just... continues being upset until the former repeats enough times that her angst vanishes, idk
We do have some insight into her past (ch4) and her insecurities (ch6). She is very worried that people don't love her, even as a child (seen as she used her drug ability to make friends as everypne was scared of her). She is also desparate to be loved (seen as she first asked the hero to be her dog, then she pleaded the hero to say he loved her), which is probably why she tries to be a dominatrix (as that gives her the control over the others to make them love her).

Goa is obviously insecure about how people view her as she is used to being treated like she's a monster. That is why she acts so bubbly, even when the hero isn't present. She can't fully trust anyone so she hides behind a positive persona and manipulates everyone into liking her via drugs and social engineering. She currently doesn't know how everyone feels about her and also feels like they'd hate the "real" her. So she's probably mindfucking everyone in order to get them to hate her/confirm her fears in order to make manipulating them easier on her. As it will A) give her a stable starting point to gauge on how she should manipulate and B) it will ease her feelings as if they already hated her then doing something bad to them isn't wrong.
In the end I feel its the Toto will be the one to break her out of her negative thinking of herself. He may actually hug and tell her how wonderful of a person she is. Which will finally start to break the shell of negativity she has about her core self. Finally start to realize, like the others, how much she actually cares about Toto.

I will only say one thing from reading the 119+ chapters that are currently avaible.

Your differences don't make you weak, nor do they mean you have to be alone, even if you feel they put you at odds with others. Perfection is found within imperfection and a shared goal can sometimes be something as simple as finding a place where you belong and people who care for you no matter your differences.

I'll have to admit that this whole thing with Goa is just straight up ridiculous. If we took all the gooner pandering and pretty shielding away and changed the setup, we'd have "I threaten to stab all people close to me with a knife and also impulsively do for no reason. It's only the poor ol' me and my knife... If it wasn't for my knife and using it to threaten people into being my friends I'd never have any, and even those always try to escape when when my attention slips. Why is the world so cruel specifically for me?"

Boohoo, which one of you had the world's smallest violin at the ready? This is retarded: She's retarded. And more than that, this angle the story is trying to play with this setup is retarded. Trying to play this in an any way sympathetically would require a lot more work, for example to explain how she became such a socially rotten monster in the first place. Now that, if played well, might work for sympathy and not instead of ridicule. Or if one wanted to play it differently, showcase the evil of her character without this silly PR angle.

And no, don't go with the "this is silly ha-ha manga, you don't need consistent character depictions in silly ha-ha manga!:jigsaw:", as many of those do and are all the better for it. Just let your monster be a monster or actually do the legwork, instead of pretending.
