Most of the other dragons have waned off of their leanings from the other world, it was outright stated that Tohru and Ilulu were leaning neutral, and there are the many where Elma has teamed up with members of the chaos faction. Yes, Lucoa is one of the stronger and larger (in both forms) characters, her character is the same from when we first were introduced to her, still running away even while the other break their norms.

They apparantly gave a choice to Georgie, but still withold the info from Saikawa cause she's a minor, and can't decide whether she wants the responisbility with the knowledge of the looney world.
Which sorta conflicts with that other girl, that Kanna saved in dragon form not getting mind wiped.

Her sister got more characterization than her.
She's been a static character, where at the end of any worry or problem she may have in her chapter, gets resolved back to exactly how she was before, even in her own spin-off

It's not that Saikawa is a minor, it's she wouldn't keep her mouth shut. She would be spreading the awesomeness of Kanna the dragon to everyone. It would expose the dragons and require constant clean up.

That's an assumption that can be easily checked... and mindwiped. If that was all (instead of Kanna not wanting Saikawa to see her differently) Cool Kyou wouldn't bother keeping it that way.

Doesn't help that she is the weakest member of the cast, at least if we exclude characters that recently got introduced and infrequent/one-off characters.

So annoying because we constantly get hints she could be interesting, as the strongest cast member, only neutral faction member, former goddess, doubtful of her own judgment, yada yada yada. But then 99% of her appearances are her trying to fuck a twelve year old.
