Was it ever said before that Telne was specifically #2 of the harmony faction?

I know right? I thought she was the strongest at the harmony faction but I guess she isnt

According to the lore most dragons just mate once and one leave the offspring with the other. For example Tohru and Kanna's moms dumped them with their dads. In Ilulu's case her family was completely wiped out in a battle and she was partially raised by Chaos factor members.
