I think the scanlator was blanking (understandably so) on Japanese business jargon. Shouta's dad is almost incomprehensible here. And not in the proper, Japanese middle management, bureaucratese way.
But I loved meeting Shouta's dad. Apparently it's not just the dragons; everyone from the Other World is a bit nuts. "He held everything back using reasonableness and sophistry." lol
Seikai miko-sama refers, I think, to the Priestess of the Sea from v. 5, ch. 44... but seikai means "stars."
