That's a reasonable question, but it doesn't seem impossible for the flame of one dragon to burn the hide of another, and transformed hide might be more vulnerable to flame than untransformed hide. The regenerative power of dragons should mean that Tooru can regrow her clothes.

All that said, the author probably lost sight of the earlier explanation of the maid costume, or chose to set it aside (hoping that the audience would not think of it) simply because he wanted Tooru stripped.

Weird how Tooru said that her maid clothes were her scales and they got burned off, though I'm sure she sheds, but still dragon scales are fire resistant and hold many other resistances.
