More than likely, though, he's actually a peace dragon double agent. Breaking up chaos dragon factions and making them weaker through agitated, crazed radicalization. Either way, dude is a dick.

@Vasqueztion: Or Azad could be in a human faction that sees dragons overall as a threat to the human race (not really a far-fetched idea, let's admit) and is trying to extinct them by getting them to kill each other off.
Whatever his motives, he's a treacherous scumbucket--but you gotta hand it to him, the guy has chops. And balls, to be hanging around with groups of dragons and betraying them systematically--I mean, even if they don't figure it out, what are the chances of a dragon just deciding that his advice backfired and so he should be fired with prejudice too.

On side note, that was the only real outburst of Kanna's emotions since she tried to kill Kobayashi.
P.S. I don't see Azad deserving harsh treatment as in some comments below yet. While it's true that he is suspicious, he seems like intelligent guy. Remember, dragons are smarter then humans, and if some dragon leader heeded to his advise - that should count for something. Also dragons are generally known for their pride, so that coven could have fallen apart for any number of reasons.
