Also, calling it now, the big drama is an arranged marriage that Ito is being forced to go along with. Her getting into a situation with Fuyu was sparked because of that.

We got his inner monologue so we know he loves her, but we haven't seen what she's thinking. She happened to cross paths with him and jumped at the opportunity to bed him again and is heavily leaning on him to the point she practically begged for help.
I'll hazard a guess and say she is hoping Fuyu can be her escape into a happy life and more than likely still loves him as well; not just using him as escapism but genuine affection.
