It's just bad numbering.
The first "chapter" as three 4koma, and the second one has four.
That would total "seven chapters". and the eighth is the single 4koma that comes after. Nothing was skipped.

In an earlier comment to chapter 8, I suggested that the earlier material be reördinated. There will be persistent confusion otherwise. Some might not regard that confusion as sufficiently important to justify the effort required to fix things. One quick-and-dirty fix would be to rename Ch. 1 and Ch. 2.
