I can't be fucked to check exactly what her ghost investigation report says, but keep in mind it's not random bullshit but actual text. This is the common UTF-8 but encoded as Shift-JIS mojibake.

譛ｨ蜿｣蜊�ｧ� = 木口千秋 (Kiguchi Chiaki). 35 is likely her real age which means she probably died 24 years ago.

So Chiaki is definitely a Youkai of a dead kid who has basically been pushing him down a deep end to cause him to end himself. Somebody else was either a previous victim and survived or knew the real one in a personal way. I wonder if Chiaki only latches on to 1 person or maybe many because the mayor and factory owner are both crazy as well and it feels odd how much they want our MC back.

Ghost. It explicitly says 莠｡髴翫� = 亡霊 so there's no youkai here.
