In-game? More or less, yeah. They literally sit on the throne all day and do nothing. The rest of the castle is normally OoB, so that's expected.
In-life though? While most of the game conventions stayed, NPCs are now living humans and so on. So they are only seating on throne for 12-14 hours a day I guess?
