I could be wrong, but I read a lot of shoujo romance, and while all too often the MLs are assholes, he's not really the right kind of asshole, so he feels like a 2nd ML.

He screams your classic 2nd ML/male side character who used to be a huge jerk but turned into a tsundere simp for the FL. They're often the FL's brother or a guy who for various reasons isn't someone the FL ever considers a viable romantic interest (like a childhood friend she only sees as family, someone she holds enough of a grudge against that she'd never see him that way, or someone whose personality she considers too burdensome/annoying/extra to fall for).

My money's on someone else as the ML, maybe the hero, maybe another character that hasn't been introduced yet. Just because he's the first guy she met doesn't mean he's the ML, especially with manga they often take their sweet time actually bringing the ML in.

100% this. Those kinds of MLs tend to be more like "I'm the sexy, sword-wielding suave duke of the evil family who are the muscle/assassins/whatever of the kingdom-- probably more powerful than the royal family" or something along those lines. The temper tantrum shitheads are either antagonists or 2nd ML

But the logic of narration probably leans more towards this asshole being the one, since introducing a random new character to be the love interest at this point would be odd.

It's the strangest thing, right? The prince has, if anything, been set up to be a recurring antagonist. His big turning character moment was realizing that his flippant arrogance ruined lives. Sana just nipped that in the bud here, and instead humiliated him publicly and privately.
Is he Handsome and Rich? Sure, but Sana doesn't give a single shit about him, so the idea that she will fall for him when he treats her badly is bizarre
