He screams your classic 2nd ML/male side character who used to be a huge jerk but turned into a tsundere simp for the FL. They're often the FL's brother or a guy who for various reasons isn't someone the FL ever considers a viable romantic interest (like a childhood friend she only sees as family, someone she holds enough of a grudge against that she'd never see him that way, or someone whose personality she considers too burdensome/annoying/extra to fall for).
My money's on someone else as the ML, maybe the hero, maybe another character that hasn't been introduced yet. Just because he's the first guy she met doesn't mean he's the ML, especially with manga they often take their sweet time actually bringing the ML in.
