"Hair" can be used as a mass noun ("hair", "some hair", "pile of hair", "strand of hair") or a count noun ("a hair", "hairs", "three hairs"), but references a single strand or distinct strands of hair when used in the latter manner. In other words, "tie hairs" implies she took a few individual strands of hair and tied them together, rather than taking a mass of her hair to tie it together.
