I don't think they downgraded it, Rose has never been good with social relations (before meeting Benika she's pretty much a lone wolf)
It's the more professional side of things that she's good at.

Also that the different amount of information each characters have is core to this series' ongoing chaos.

While us readers know almost everything, Rose is currently under the assumption that Hibai and Gina are from the same faction.
Heck, Rose still isn't aware Benika's dad is the same priest she confessed to multiple times already (or that he's one of the target on the hit list)
