Leaders inability to grasp that the current situation vis a vis the Vampires is the result of their own actions in clearing the forests and removing the Vampires' normal food source. Completely parallel to the experiences in our world with clearing forestland and the resultant deer die off, leaving the deer's natural predators with no recourse but to prey upon the settler's livestock. In this case, however, the predators and the backup food source are both sentient species, making the current situation and their proposed solution more "tragic" to our perceptions.
Unfortunately, this stereotype is based upon reality. We see it all over the world, in all strata of society. The unwillingness to consider that some significant part of their current situation is the result of their own prior actions, rather than ill chance or the action of enemies. And that the best solution involves changes in how they view the relationship between themselves and those impacted by their actions, such that they seek a solution alleviating the damage done to the others, rather than eliminating the others.
Of course, this requires understanding that those one is in competition with have legitimate needs, that there are limits to what is allowable in competition, that reality isn't actually one where winner take all is the best long term survival tactic. That an equilibrium needs to be maintained such that the overall structure still has flexibility to react to changing circumstances. That there really is a difference between symbionts, parasites, and cancers.
