Yeah, it definitely is comparable to Europe in late 17th century. Golden age of artisans and craftsmen, just before first signs of industrial revolution happens. On this point in particular, almost all fantasy mangas tend to go for a later fashion than the technology level. It's usually from the Renaissance to the Victorian era. Which is a pretty long time span, but the technology is often before that. Though it's fantasy, so it's not that picky....dresses easier to depict.
