It either sounds like a metaphor for "the current situation was so stupid that even a child could have come up with a better one" or an almost insulting excuse for not wanting to answer any questions. It would seem rather peculiar if any career officers suddenly went and started to discuss serious matters with the kid. The first one to do it would especially be stared at by the peers. Though that being said, if they know she's the future queen, it might still be worth it for them politically, but I kind of doubt they would still ask serious questions, as it's hard to imagine they actually believe the little girl is truly behind it. At most they would think it was just some innocent question from a child that made the king finally decide to change things.
