It really depends on the region/culture. In Hawaii it's very common to refer to an older person, whether it be family friend, acquaintance, or even a stranger as Uncle or Auntie. Calling them Sir or Ma'am is a little too formal unless you're in some kind of customer service position.
As in Eastern Europe, especially in the past. But now it will sound a bit mocking if you are over 20. That's why most people use age-appropriate formalities like "young man" to a younger guy to be polite.
