The young woman who offered to re-arrange the soldiers is Noa's mother, Eleanora. Eleanora works in the government, and we have no idea what exactly she does.
One theory is, she is the prime minister, given that she seems to order everybody around. She can also be Minister of Defense, Minister of Security or Spymaster, given that she is often found ordering around guards. Or maybe she is just the head assassin, and people obey because they're afraid of her.

My guess is she's the minister of domestic affair or something like that. But the thing is, she's in a position where she can push her work to the King himself, so she might hold a position higher than "just" a minister. And I don't think it's the prime minister either since the people would know who the prime minister is, unlike Eleanor.
