I'm not sure, but isn't there a rule in mangadex that says you need to upload chapters as they are from manga itself. Or is it no chopping up chapters into parts?

It is up to the TLers to either follow the manga publisher format which often publish the chapter into 2-4 parts or TLers can wait and merge all parts into 1 chapter and upload.
