I can't lie it's a weird choice to want the fanservice of her being functionally a sex slave without the sex. The way it's shoe horned in I feel like either audience reception in Japan or an editor has a hand in it. Not to discount that it could also be just a poor choice from the author anyway.

If I was being generous, I would say that the prince may be under the misunderstanding you tend to see in isekai protagonists, that the slave is completely loyal, or will be forced to do their best to further the goals of their owner. So, he probably wanted her enforced loyalty, and the outfit is to convince the other royals that he's using her as a sex slave.
