It's explained in chapter 8. Too many couples chose to elope so they could be alone together. The shinobi clans lost too many disciples, so they decided to separate them.

Maybe Rindou's clan doesn't have that problem yet, or maybe it's gotten so bad that the teachers thought it would be more cost effective to let the last remaining students join other clans instead. Chapter 11 established that Rindou's village had "very few men", so that may be one cause.

I don't know if this is ironic or not, but it's confirmed the manga is ending. Next chapter, in fact.

Tbh, when the letter exchange started, my original thought was that the series will be changing status quo(from "wants to see men" -> "coed village"). It would've been an easy way to double the cast and potential interactions, plus there's comedy potential from all preconcieved notions the two sides have about eachother and all the hijinks that would ensue from learning to train together. Shame it's ending.
