There's a saying that "it's dark under the lighthouse", meaning that you missed something that was right under your nose. In Japanese, this is 灯台下暗し (toudai moto kurashi). That's what Numata meant to say, but he got it wrong and instead he said 東大デモクラシー (toudai demokurashii), or "Tokyo U is a democracy". And Makino corrected him. It's basically just Numata not knowing what he's talking about again.

You could have had him butcher an equivalent English saying or expression, like:
