Yeesh, hiba is absolutely disgusting and it is baffling that she had to face no consequences for her appalling behaviour so far.
Not only did she bait someone whom she knows is infatuated with someone else into an act of intimacy, she also didnt stop it when she realized that he was unfomfortable with it. In fact she physically restrained him and futher escalated it and was only stopped by a third party interfering. The fact that she set up said third party doesnt even matter here, as she by her own admission forgot about that.

Also its bizzare that everyone is taking it so well, except luna, who is rightfully upset(but apparently thats just "sulking" lol)

I'm so tired of this trope in manga. Both the lack of consequences and the inaction of a dude letting himself get into that. And for that reason, I'm out.

Now I'm not saying you don't a point here, but what I am saying is the the ground work is getting laid so that when she does face the consequences for her actions and gets punished for them, we'll enjoy it almost as much as she does.

Spoiler: Chapter 18.1

Short spoiler: Flashbacks of Naoto and Kawashina before meeting and after the bite, Luna is 'infamous' even amongst the younger kids, Hiba calls for aid.

Spoiler: Long spoiler

Kawashina tells Naoto that she was the girl that bit him, and we get a flashback on how the two first met. From the first time she saw Naoto, who looked so happy from playing with Luna, Kawashina felt wanting to play with Naoto as well. Kawashina tries many times, but gets rejected by Naoto each time, saying he promised to play with Luna. Kawashina's brother, seeing his younger sister trying to get along with Naoto, tells her to stop trying to associate herself with him. He told her that Luna was rumoured to be a slut, and when Kawashina asked her brother what the word means, he told her it means that "she (Luna) is a bad woman that decieves guys".

The young Kawashina, concerned for Naoto, informs Naoto about the looks he gets from others just for hanging out with Luna. Naoto tells her that he doesn't care, and he'll play with whoever we wants to, and tells her that he's go to Luna. Thus the first bite incident occured.

Back in the present, Kawashina finishes her story. Naoto failed to notice until she told him that she was the kid that bit him because of her lighter hair that she now dyes darker, and her mean-look in her eyes that she had to squint without her glasses. When it finally hit him, Kawashina told him about wanting to apologize all this time but because of her parents getting transfered, she had to move away, so when she saw him at the university she was surprised.

Kawashina apologized, but so did Naoto. Flashback after the bite, while Luna was patching Naoto up, Luna asked what Naoto did that got himself bit by Kawashina. Naoto said he did nothing, mentioning that he got invited to play many times, but every time he decides not to because he promised to play with Luna, and prioritized the promise while essentially telling Kawashina 'maybe next time' each time. Luna calls him out for effectively egging on Kawashina with empty promises that wasn't fulfilled. She then tells Naoto that she doesn't want him to become a careless man, and told him the next time he meets Kawashina, he better hold up to his words and play with her.

Back in the present, Naoto apologizes to Kawashina for his careless words, and asks her to play with him from now on, to Kawashina's delight. Their moment only to be ruined by a call. Hiba calls for aid as Luna is doing... something, and Hiba can't do anything about it. Chapter ends as Naoto rushes back to Luna and Hiba.

When Naoto bit Hiba's fingers and she didn't back off he should have tried to bite them clean off. At this point it's not "play" at all and is straight-up sexual assault.
