Even in GX version, Lady Gyokuyo mentioned about the past Imperial Palace, and how it was an unbearable place. Too many innocent and competent people suffered, banished or dead due to the former Emperor and Empress Regnant's actions, and the current Imperial Palace is still suffering from those past actions, that even Lady Anshi, Emperor Yang and Crown Prince Zui has a hard time fixing those.

This being the first comment caused me to evaluate how quickly I could acquire ice cream myself.
And since both of the local grocery stores are still open, I could just pop in there and buy some.

This really shows how much influence Maomao has gained within the inner palace as a mere maidservant. Of course, being the highest consort's lady-in-waiting naturally grants her some level of trust, but without the relationships she's built, I doubt they could bring a criminal back into the palace without facing protests or suspicion of ulterior motives.
