Yeah, as you said an engagement takes two. If she says no, that's it. As for the rest of what you said I disagree. She's not interested in him and there's no reason for her to get interested in a guy suddenly. It was also clear that she didn't hear him and didn't understand what he said those chapters ago. So this chapter isn't really a revelation as much as it's just confirmation.

She won't. She rejected even using his money, has him in her phone as "guy with card," told him directly that she doesn't like him at all and she immediately responded to his praise with finding an alternative. She doesn't care about this guy even one bit. Even though what she should actually have done is told him no is no and hung up the phone.

I hope this guy's thing doesn't drag on because this "we're engaged because I said so" thing is dumb and illogical on it's face and if any serious drama comes from it, I would be rolling my eyes to the back of my head. So I'm hoping it's either resolved quickly like most other things in this manga or it's clearly for comedy and not to be taken seriously.
