That is also true, and IS likely the biggest factor in the birth rate decline.

Unfortunately while their work culture is definitely crushing, they can't really change that too quickly since it would have equally drastic effects on their economy.

Also while having children really is expensive, poorer countries somehow still end up having bigger families with more children. So its definitely a combination of BOTH economic and cultural factors.

Half that is due to the fact that politics are entirely dominated by the older generations due to their aging population. The younger generations are much more accepting and have been pushing for the legalization of queer marriage. I don't know where the topic of incest lies in that debate, though. It's weird how common the trope is in Japanese media, even stranger that it's not actually illegal.
