The sexual mad scientist would not be allowed to run this test as she to extreme and the organization needs more hunters to save lives, this is basically a military recruitment not the test for the nave seals
That's considering there is a high fatality rate in this test.

Plus, the test she designed is basically free-for-all attack test, and the criteria to pass is basically doing it is efficiently.
Even if she deemed someone as incapable, there might be higher authority who might feel them as capable.

Plus it's not always about quantity.

I mean, even military has their own standards (not as strict as Seals, but still sufficiently strict), and doesn't just recruits any random person.

Edit: Wait, if they have this robot that can kill S-Class hunters, why don't they just start deploying robots to fight the demons? Not all of them would be S-Class killers, obviously, but surely you can put together some cheaper ones that can mop up the general trash.

There are easily several possible different restrictions.
You can go the EVA route, and they're battery time limited.
Or the Other EVA route, and they need something very specific/special to actually work, like the imprisoned soul of a mother paired with their child soldier. That would make the manufacture of such a thing a literal crime against humanity.
Or, since this is an Anti-S Rank Hunter Golem, they're not particularly constrained by collateral damage. So just deploying one is asking for civilian casualties/massive damage to the area. Means you're not deploying this except as a last resort.
Or, it just needs some Dilithium Crystals that are super rare Drops, either to power, or to manufacture. Can't make an army of golems if there's only 1.

I can understand the buildings as they are for training and testing people that will work on the surface. However is there any reason to build rooftops with air conditioners vents and water towers when you are underground? Wouldn't it have been easier to just build them up to the celling, and use an integrated system for air and water systems? You're going to have to deal with the air for the entire area anyway, and you're building all of this at once, you don't need to mimic the buildings above ground.

She specifically says, they haven't solved the problems of "earthquakes, water, waste treatment", (page 3). So they can't just fill up the entire space with structures, just from the problems of Earthquakes alone. And if you're just using "off the shelf" parts, for cost efficiency, you don't need to design an incredibly complex piping system for Air Conditioning. This isn't a Space Station, it's a city. Can you imagine the problems with trying to troubleshoot a City Size rated Air Conditioner? Just use normal solutions, not expensive bespoke ones. For air emergencies, you just need to worry about CO2 cycling, not with making sure everyone is at a cool 78F. Just have multiple facilities that can generate oxygen, and leave the temp problems to simple tech.
Same for the water towers. New York City and others still have Water towers. Simple gravity to solve problems with water pressure. Your bigger more complex and expensive question is waste management and water treatment.

Oh, so she's a Kiyama-type. Lol at her thinking Kusanagi slacked on the written test. Double lol at Araki's crony snapping shots and Takeru and Karen covering peoples' eyes.
And to say nothing of where she even got her Punch Cannon From. She definitely wasn't hiding it under that lab coat.

I have 1 complaint and that's not the naked mad scientist: a underground city under another city from a country with frequent earthquakes and surrounded by sea. How is this make sense?

Some combination of:
  • This is experimental robot. Nobody knows if it's actually as strong as advertised.
  • This is experimental robot. It can be activated, but it will go berserk. And it doesn't have an off switch.
  • Robot is armed with anti-human weapons that aren't as effective against monsters. There is a reason why monster hunters aren't using firearms much.
  • Robot logistic issues make their use impractical until they are solved. Perhaps it can only work for 5 minutes when unplugged.
Why every scientist must be mad scientist
Because authors know nothing of how sane scientists operate.
By the way, most fictional mad scientists are more like mad engineers.
Researchers character design is up there with the healer from Ryuu to Ayumu Nariagari Boukensha-dou
To me, she resembles the sane scientist from To Aru series. Who is also prone to stripping at every opportunity.
(I call her "sane" just because she isn't as mad as the rest of the scientists in the show. Such as the ones who approved the plan to level-grind Accelerator.)
Now that I think about it is the mc ever get a weapon.
I think he had a weapon in the fantasy world. Because a hero should have a holy sword.
But in near-future world, he is always acting as a pure spellcaster.

Or, she’s a genius with unassailable value.
The real question is, who the heck put somebody as irresponsible as her in charge of the test? It's not like they don't know she is a mad scientist.

It wouldn't be a problem for him. It would, however, give the association higher-ups a lot of headache. Before they simply overrule the mad scientist and approve him anyway.

If Takeru doesn't pass, the association will use that as an excuse to wage war on him and treat him as an enemy they need to put down because he didn't volunteer to be part of their military might. So fail would be a problem for him as it endangers a lot of people and he is too good of a person to go for a demon king route at the moment.

The trick is, they are no longer in a position of ambushing him after a long fight.
Yes, I still want to see the Association burn. And putting a clearly unsuitable person in charge of examination doesn't do them any favors.

While it's irresponsible of her to drop big boss on newbies, I kinda like her reasoning for suspecting Takeru's score. It's valid to guess that an examinee isn't being serious when they are guaranteed entry.

Okay but dropping an end-game monster on newbies is just foul. That's taken straight out of the Xenoblade Chronicles playbook.
I only played XC2, but I guess I was lucky that I never aggroed the monkey at low level lol

Getting funky with the monkey is a rite of passage in every Xenoblade game. I always make sure to get owned by the rape ape whenever I play a new Xenoblade. The ones in XCX and XC2 are especially based since in XC2 he has a Kamehameha wave and in XCX he can throw homing rocks at you from half a continent away.
