I mean besides the attack at the start of the arc, he has been in control, specially since he's not being watched so he can go all out on dragon lady.
Also not sure if there's actual bad guys in this case so far, I feel like the sus guy is more of a ghost or fragment to not be dead after so many years. Probably will we get some demons that were the ones that k!lled the girl that now reincarnated in the little girl living trapped on that house outside the territory.
this all has been pretty much one big side quest to the main story.
