To be fair, the lore dump we just got told us why;

The economy is strained bad by those heavy taxes. The students are also only allowed to hunt with Kanan’s pulling of strings pretty much.

On top of this, they cap out at B rank. Kanan and the Yankee boy are the ones the others relied on to clear out the path to the boss as the rest effectively worked as tanks and supports. If those two were the “head” of the spear, then the rest were the haft. They could make the money, sure, but it’d still be slow as hell to actually do if they have other taxes to take care of.

The help from Kanan to even get into Gates might also count as “help” to pay for it that Amari specifically told they were to earn the money themselves.

Plus, Akari seems to consider the matter fine, or at least doesn’t mind this situation.

In my Point of View, training others might inspire Kanan. It would also increase their survival and income so that they can actually pay it back without dying.

Bold of you to assume some of them aren't doing that.

But we don't know the details, so I will just assume they already have an arrangement of some sort.
