"Last edited by" info for titles/descriptions

Sometimes it's useful knowing who made the last change so you can pm them to clarify something or discuss changes.

Could be only shown in the edit screen and gated to contributers and above.

@kaza_hesto Edit history is already available to mods, so just pm one and explain your issue. This stuff is outside my scope, but I imagine there may be reasons for not making information like this public (such as avoiding edit wars getting personal, I suppose).
