The unique once in a millennium chance to build a new labyrinth town squandered just for the sake of a single dude upgrading his weapon. The labyrinth town could have provided jobs to thousands of people, directly and indirectly, but what's that compared to a dude's weapon getting a single new skill? When this is all over, Rei will fly back to Gilm anyway, so he won't even stay to benefit this town. In the end, Baal only suffered due to this incident, left with absolutely nothing but losses to show for it, while Rei benefitted greatly. But then again, he has never claimed to be a hero or anything. He's working for himself 100%, always negotiating a reward for his services and making sure he will leave every mission with a hefty profit in his pocket, regardless of how others involved happened to fare.
Honestly, I kind of hope that lord of Baal will lose his position later. It might seem unfair as he's only trying to protect the people under his care and save the town, but I imagine the duke above him would rather have had a new labyrinth town, even if it had been painful at first.
