Breast fetish is a thing, it's just so prevalent in our culture (which has been exported all over the world) that we think it's natural. The truth is the vast majority of sexual preferences are learned from culture. Like traditionally, pre Meiji era, geishas used to put charcoal on their teeth to make them look as black as possible, and shave their eyebrows off except for two small tufts, because that was seen as incredibly hot. Likewise, in cultures where people don't wear shirts or anything that covers their chest, breasts aren't sexualised at all.

If something becomes associated with sex, then it becomes sexy, basically. I mean, there are even tribal cultures where people don't even enjoy sex that much. it's not taboo or anything, it's seen as a chore, like taking care of a basic bodily function. That seems pretty hard to believe, but the human mind is just kind of weird like that.

Edit: the breast fetish doesn't have anything to do with weird psychoanalytic oedipal stuff tho. It's just a sort of self perpetuating cultural association.
