You have a point there, but I would say against that that there's nothing easier than putting up posters everywhere to deliver some sort of message. It might be well worth the risk if that $100,000 is legit.
I would say that because Evans is the fastest gunslinger in town that someone who hates him might be desperate enough to try something like this - any chance is better than nothing.
Thinking about it now, having that many copies of wanted posters means that the perpetrator has access to a printing press, and tons of paper. Instead of hoping some ignorant bounty hunter would kill Evans, maybe the perpetrator is recruiting/rallying opponents of Evan?
