Looking for a manga please help (Gambling, the Red Skull, Obama)

I don't really remember much about it but I know it's a manga about a high school that is controlled by betting, gambling, and games. The scene I remember is where the protagonist plays mahjong against this teacher that looks like the Red Skull and Obama. Every time they lose they have to add a bullet to a gun and the winner can decide for them to play russian roulette when they want. Obama then tries to kill the Red Skull by giving him a loaded gun with 6 bullets, but then he shoots down the middle of his head where there is a gap between two lobes. Please help me if you can or let me know if this is just a crazy fever dream

Yo thanks a lot! I thought I was crazy for suddenly thinking of a manga where obama and the red skull play mahjong russian roulette but its a thing haha it was so much fun reading but i never finished it
